Frontline Offices
The Office of the Municipal
Administrator and concurrent Systems Administrator directs all the affairs of
the municipal offices in relation to the training, development and enhancement
of skills of all municipal employees and staffs, pursuant to the RA 7160,
a.k.a. “The Local Government Code of 1991”, as amended.
With the passage of RA 9485,
otherwise known as the “Anti-Red Tape Act”, the Hon. Mayor Ryanh M. Dolor,
deputized the Municipal Administrator to direct all the provision of frontline
services of all the municipal offices to suit the needs and requirements of the
transacting public based on the newly constituted Citizens’ Charter of Bauan.
Aside from the normal functions of
the Municipal Administrator, the same person also performs the duties and
responsibilities of the Systems Administrator; extending technical assistance
to other department and sections serving the needs of the people through the
Local Area Network (LAN) Systems of the local government, including but not
limited to the registration, renewal and reactivation of tricycle franchises,
encoding of business data needed for the issuance of Business permits and
Mayor’s permits.
The Office of the Municipal Assessor
welcomes every clientele who comes to transact business with utmost courtesy
and we see to it to always live to their expectations as they are the very
reason why we are called public servants.
As mandated by law, this Office is
responsible for ensuring that the property appraisal particularly for a tax
purpose is accurate so that tax burden will be distributed equitably. The
Municipal Assessor’s Office establish and actually employ systematic methods of
assessment, install and maintain real property identification system, maintain
tax mapping operations, undertake general revision of assessment, make frequent
physical surveys of real properties, appraise all real properties in accordance
with the approved Schedule of Fair Market Values, prepare FAAS and issue Tax
Declaration for newly discovered properties and transactions involving transfer
of ownership, subdivision or consolidation and issue upon request of property
owner or his authorized representative certificate pertaining to, or certified
copies of the assessment records and other records relative to its assessment,
after the presentation of the official receipt evidencing full payment of real
property tax for the current year and upon payment of a service charge or fee fixed
by the Local Sanggunian.
The Bauan
General Hospital,
formerly Medicare, is the premier center of health and wellness in the municipality of Bauan. It caters the health needs
of the public by providing hospitalization services to our constituents and
other people from the nearby localities.
Bauan is one of the very few
municipalities not only here in Batangas, to have its own municipal
hospital. Despite the hardships of operating and maintaining such, the
Hon. Mayor Ryanh M. Dolor who is also the Hospital Administrator, together with
all the hospital officials and staffs do anything to be able to provide the
best quality health care services to our constituents; to provide continuing
education and training to all health and non-health personnel of the hospital;
to make the hospital financially stable and self-reliant through effective and
efficient use of its resources and lastly, to be an environment and customer
friendly institution.
The Engineering Department embraces
services in the form of consultation, design, preparation of plans,
specifications, estimates, erection, installation and supervision of the
construction of streets, bridges, highways, portworks, canals, river and shore
improvements, lighthouses and dry docks; buildings, fixed structures for
irrigation, flood protection, drainage, water supply and sewerage works;
demolition of permanent structures.
Section 477(a) of Article VII of the
Local Government Code states that the Municipal Engineer shall also act as the
Local Building Official, who shall be responsible for carrying out the
provisions of the National Building Code of the Philippines (PD 1096) and have
overall administrative control and / or supervision over all works pertinent to
buildings / structures in the entire municipality and shall be charged with the
processing of all permit (Building, Fencing, Sidewalk Construction, Sign,
Demolition, Architectural, Civil / Structural, Electrical, Mechanical, Sanitary,
Plumbing, Electronics, etc…) applications and certificates as well as the
issuance of the same, undertake annual inspections of all buildings /
structures and keep an up-to-date record of their status.
Management of personnel or human
resources of the municipal offices is the prime task of the HRM Office.
This Office is responsible for the selection and evaluation of applicants who
wish to have a career with the local government as public servants. At the
same time, the HRMO is responsible for the implementation of any and all
benefits granted to all the local government officials and employees, pursuant
to local, provincial or national ordinances and decrees.
The Human Resource Management (HRM)
functions include deciding what staffing needs the LGU have and whether to hire
employees to fill these needs, recruiting and training employees, deal with
performance issues, and ensuring the personnel and management practices conform
to various regulations.
Acting in accordance with the Civil
Service Commission (CSC) rules and regulations, the HRMO is responsible for the
recruitment, selection, promotion, training and development of the local
government employees. Appointment/s issued by the Local Chief Executive
is processed by this Office with the CSC for confirmation.
In addition to this, the HRMO is the
key office for the implementation of incentives, rewards, recognitions and even
punishments for any local government employee based on their personal performances.
As a frontline service office, the
HRMO is helping aspirants to work in foreign lands by coordinating with various
local recruitment agencies in search for qualified skilled and semi-skilled
workers in our municipality.
The Municipal Civil Registrar was
created to establish a Civil Register wherein acts, events, legal instruments
and Court decrees concerning the civil status of persons shall be recorded.
The Local Civil Registrar’s Office
provides the following frontline services to any and all who wish to avail our
services upon submission of the required documents.
1. Registration of birth, marriage, death, fetal death,
foundling, adoption, court decrees and legal instruments.
2. Issuance of various certifications concerning civil
registration.
3. Issuance of CTC & CTXC of registered documents.
4. Application of marriage license.
5. Petition for correction of clerical error in the Certificate
of Live Birth, Marriage and Death.
6. Petition for change of first name in the COLB.
7. Issuance of Certificate of Finality of the approved petition.
8. Advanced endorsement of documents to the National Statistics
Office – as requested.

The Municipal Agriculturist’s Office
is responsible for bringing to our local farmers the latest technology in both
the scientific farming on crops and livestock production. Coordinating
with the National Government Agencies like the Department of Agriculture (DA),
Department of Science and Technology (DOST) and other concerned agencies, our
local Agriculturists assist our farmers in both the crop and livestock
production for the proper selection of hybrid crops and breed of animals,
collect soil samples for soil analysis, recommend the correct usage and kind of
fertilizers to be used.
Local livestock production is being
assisted in our town with the provision of vaccinations of anti-rabies,
hemosept, hog cholera, swine flu, etc. MAO also monitors the animal
health situations that are prevalent and contagious to human and animal health.
The Office of the Mayor, located at
the center of the Municipal Hall, is where the Local Chief Executive performs
his work, his duties and responsibilities. Approved resolutions and
ordinances, and eventually passed into law by the Office of the SB-Legislative
are reviewed at this Office for implementation. Various clearances,
special permits, authorizations and other official documents issued by the
various municipal departments and sections are reviewed, signed and
counter-signed by the Honorable Mayor before the same are issued to the requesting
public.
The Mayor directs and controls the
functions of every municipal office: the way they function, the manner of
serving the requirements and needs of the people, and even the internal
performance of these offices including their appointed officials and employees.
The Mayor’s Permits that are required from each business establishments before
they can legally operate within this locality are issued by this Office after
payment of the computed dues. With the help of all the department heads,
their assistants and section chiefs, the Mayor plans the direction to which the
local government will move like development plans, income generation and
collection, infrastructure projects and the like.
The Municipal Municipal Health Office
(MHO), seat of office of the Health Official, caters to the immediate needs for
our people in their health and well-being. It operates two (2) Rural
Health Units (RHU’s); RHU 1 within the municipal hall and RHU 2 in Barangay
Aplaya to better serve our townsfolks. Barangay Health Workers and
Barangay Nutrition Scholars also augment the overall performance of the Health
Office in remote barangays where clinics, hospitals and other health
institutions are not readily available. Medical, dental and other
health-related missions both by the government and non-gevernmental
organizations are coordinated with the MHO to bring medical and dental services
to our constituents.
The Municipal Information Office, by
its name, signifies the provision of useful data and information to the public
through various means like the print media or news gazettes, live broadcasts
through radio stations or television stations. Aside from handling the
various events of the municipality, the MIO provides assistance to the Alay
Lakad Association of Bauan, cooperative developments, and many more.
The Municipal Planning and
Development Council Office is primarily concerned with the formulation of
integrated economic, social, physical and other development plans and policies,
pursuant to Sec. 476(b)(1) and (5) of Republic Act No. 7160, otherwise known as
“The Local Government Code of 1991, as amended”. All the formulated
policies and plans must be linked to the budget and must see to it that all
development issues are clearly identified by allocating available resources
within the context of improving general welfare and basic services delivery.
The Municipal Planning and
Development Coordinator is deputized by the Housing and Land Use Regulatory
Board (HLURB) as the Zoning Administrator to issue Zoning certificates based
from the approved Comprehensive Land Use Plan (CLUP) and locational clearances
for the application of building permits (residential, institutional,
commercial, industrial, agro-industrial and other special uses), businesses and
subdivisions (BP 220 and PD 957, farm lots) and also condominiums and memorial
parks, if any. Preliminary approval and development permits are also
issued by this Department provided however, that all requirements are met and
submitted and the required fees are paid. Applications for business
permits are likewise screened by this Office for the locational clearance and
the Municipal Clean and Green Council certification.
MPDC, as this municipality’s acting
Municipal Environmental and Natural Resources Office (MENRO), also has the
access to the registration of fishing vessels with gross tonnage / weight of
three (3) tons and below and for the formulation of required fees for the use
of Municipal Waters.
The Department of Social Welfare and
Development (DSWD) is the agency mandated to care, protect and rehabilitate
that segment of the population which has the least in life in terms of
physical, mental and social well-being. With the passage of the Local
Government Code of 1991 (RA 7160), the programs and services of DSWD was
devolved to the local government unit and the Department of Social Welfare and
Development Office was changed to Municipal Social Welfare and Development
Office.
The Municipal Social Welfare and
Development Office or MSWDO is the principal office primarily concerned with
social welfare and community development needs of the disadvantaged
population. Operating under the Department of Social Welfare and
Development, the Office is mandated to plan and coordinate the implementation
of social welfare programs, policies and standards in our municipality.
The MSWDO is also coordinating with
our barangays for the effective and efficient operations of the Barangay Day
Care Centers. Barangay Day Care workers are responsible for the provision
of supplemental parental care to pre-schoolers.
This Office also provides technical
assistance to the Office of the Senior Citizens Affairs (OSCA) in its
day-to-day transactions and for the general welfare of all the senior citizens
of Bauan.
The Business Permits and Licensing
Office operates under the Office of the Municipal Treasurer with the help of
the Municipal Administrator. This Office maintains all municipal records in
relation to the operations of business establishments in the municipality.
With the adoption of the
computerization program by the local government, all business records were
converted into digital and electronic records that are being safeguarded by the
Management Information Systems or MIS. The BPLO, with the support of MIS
regulates the issuance of business permits and licenses in accordance with the
existing rules and regulations promulgated by the local government.
The Land Tax Section of the Municipal
Treasurer’s Office is responsible for the safekeeping of real property records
and computation of taxes due on real properties located within this
municipality. It is also the responsibility of this Office to issue tax
clearances on real property owners provided the taxes thereon are paid.
Working with the Municipal Assessor’s
Office, the Land Tax Office uses the database of the Real Property Tax System
(RPTS) being maintained by the Assessor’s Office for the computation of taxes
due on real properties and feed the said data to the Municipal Treasurer’s
Office for consolidation of the collection data.
The Office of the Senior Citizens’
Affairs, headed by the OSCA President under the technical supervision of the
Mayor and the Municipal Social Welfare and Development Officer, attends to the
social needs of the senior citizens. Pursuant to the provisions of law ensuring
the general welfare of our senior citizens, the Office provides them with OSCA
membership ID’s, purchase booklets and many more for them to avail of the
special discounts accorded to people aged sixty (60) and above.
