To pursue economic development through
agro-industrial modernization and commercialization without sacrificing its
environment and the need of next generations for its local resources, which can
be done through the active partnership between the participative and supportive
people and its responsive and competent local government, whose leaders have
strong political will to implement the comprehensive municipal action plan.
